Forrest Burr was born in an unspecified year (1995-2005) and grew up in the town of Cedar Grove, located in the [[wp>Piedmont Atlantic]] region of the U.S. South, to Tom Burr and an unspecified mother. The Burrs are noted as being a relatively wealthy and locally influential heritage-American family of whitetails; an implied friendship also existed between his father, Tom Burr, and another influential local family patriarch, [[characters:anthromale:harlan_cedar|Harlan Cedar]], of the Cedar reindeer-fallow family.

Forrest Burr was noted as being relatively popular and a varsity athlete at Cedar Grove High School; little else is known about his schooling. Through an arrangement between the Burrs and the Cedars, Forrest was intended to marry the eldest daughter of the Cedar family, [[characters:anthrofemale:ruby_cedar|Ruby Cedar]], which he was said to enthusiastically support. This move was understood to be both a strategic business arrangement between the Burrs and Cedars, who co-owned a major regional logistics business, and one of convenience between two well-recognized youths. Ruby Cedar, however, firmly opposed the planned arrangement, and, on two separate occasions, rejected both the arrangement and his advances, even to her own detriment. Forrest is said to have been dejected by this outcome. It is unknown what came of him afterwards.
